The Connecticut Council for Philanthropy's 2020 conference will focus on a variety of strategies to improve grantmaking outcomes. Speakers and sessions will help attendees explore new approaches to topics including evaluation, board governance, and communications that can improve the real outcomes of our work in communities.
The keynote speaker is Trabian Shorters, CEO and founder of BMeCommunity, and former VP at the Knight Foundation. He is a New York Times bestselling author, social entrepreneur, and a communications expert. Understanding the transformational roles of storytelling and narratives, he has pioneered the concept of “Asset-Framing,” a visionary approach to communications and engagement with communities. Make a Nomination for CCP's Nancy P. Roberts Award
CCP's Nancy P. Roberts Award honors a foundation or grantmaking organization for innovation in philanthropy. This year’s Awards Committee is particularly interested in nominations of philanthropic organizations that are exploring and incorporating best practices for: engaging with the communities they serve; advancing equity; or applying new feedback loops and evaluation methods to improve grantmaking. CHEFA Makes Major Commitment to Support State's Workforce
In an effort to support workforce and economic development in the State of Connecticut, the Connecticut Health and Educational Facilities Authority (CHEFA or Authority), is proud to announce a major commitment to statewide workforce initiatives. CHEFA’s Board of Directors met on January 15th and awarded FY 2020 Targeted Grant Program grants totaling $1 million to four organizations. The following entities and programs each received a grant in the amount of $250,000:
- Career Resources, Inc. - To support the STRIVE Program, Workforce Development and Job Readiness Training for employment challenged and formerly justice-involved individuals, in four cities (Bridgeport, Hartford, New Haven, Waterbury), and to start a pre-release program at York Correctional Facility and Cheshire Correctional Facility TRUE Unit.
- Statewide Workforce Development Boards – To support First-Time Employment for Opportunity Youth (ages 16-24) Summer (in-school youth) and year-round (out of school youth).
- Working Cities Challenge (fiscal agent CT Council for Philanthropy) – To support a major workforce and economic development initiative of the Federal Reserve Bank of Boston. Five Connecticut cities (Danbury, East Hartford, Hartford, Middletown, Waterbury) have been designated as Working Cities and focus on community driven solutions to workforce issues in their communities.
- Statewide Workforce Development Boards – To support Training and Remove Barriers to Employment (childcare, transportation, training costs, certification fees, work-related necessities) for job growth sectors (Manufacturing, Healthcare, IT, Logistics and Transportation, Hospitality) through the statewide American Job Centers.

February 27: Fairfield County’s Giving Day Makes a Difference for Nonprofits
Powered by Fairfield County’s Community Foundation, the 7th annual Fairfield County’s Giving Day is the region’s largest annual philanthropic event, joining and amplifying the efforts of individuals, families, nonprofits, and companies – like lead sponsor Bank of America. In just 24 hours, nonprofits from Fairfield County’s 23 cities and towns share their stories of impact, create awareness for their missions, and raise much needed funding to support their causes. In just 24 hours last year, Fairfield County’s Giving Day 2019 raised a record-breaking $1,719,685 for 415 nonprofits with 16,575 total gifts. Learn more >
Nellie Mae Education Foundation Announces Racial Equity-Focused Grantmaking Strategy and New RFP
The Nellie Mae Education Foundation has announced the launch of their new grantmaking strategy, which will focus primarily on advancing racial equity in public education. As a philanthropic organization, they will use their privilege to advance conversations around racial equity and excellence in public education, support organizations who are doing this work, champion their goals, and amplify their voices. As part of this new strategy, Nellie Mae will support a cohort of 15 community-based organizations led by people of color who are working with communities of color to transform barriers to racial equity in public K-12 education. Leading Philanthropy for Webster Bank
CCP's Board Chair Kathy Luria, the senior vice president, community affairs and director of philanthropy at Webster Bank, recently shared her personal story with the UConn School of Business. From modest and humble beginnings, Luria now oversees Webster Bank’s $5 million philanthropic and economic development initiatives. She organizes the bank’s far-reaching projects, including a record-setting campaign that last year raised $1.7 million for the United Way. Read more >>
New Social Service Network to Connect Households Living Paycheck to Paycheck
The recently formed Prosperity Digital Marketplace LLC, a nonprofit subsidiary of United Way of Western Connecticut, has welcomed members to its new Innovation and Technology Advisory Board. The Advisory Board will help the organization develop new technologies that will efficiently deliver services to individuals and families who live paycheck to paycheck, while offering innovative, online solutions to better meet the specific needs of this working population. The Innovation and Technology Advisory Board Members are: Doreen Bentson, Genworth Financial; Joseph D’Allacco, AXA XL; Annmarie Jonsson, Synchrony; Leo Pellerin, United Way of Connecticut; Dr. Cory Plock, Prolifogy, Inc.; and Jeff Weinstein formerly with the Federal Reserve Bank of New York. In addition to providing Advisory Board Members, two companies have offered additional support: Synchrony has provided $250,000 in start up funds to help build the technology for the digital platform; and AXA XL has provided $50,000 in start up funds and ongoing support in the area of cyber security. Governor's State Budget and Legislative Schedule
The General Assembly 2020 legislative session opened on February 5. The short session with quick legislative committee deadlines will close on May 6.
Governor Ned Lamont recently delivered a series of proposals to the legislature, including Fiscal Year 2021 Budget Adjustments. His proposals "hold the line on taxes, invest in economic growth, protect CT's climate, and modernize key state government processes." The $22.3 billion budget reflects a $117 million or 0.6% increase in spending, $40 million in revenue increases, and claims the "largest rainy day fund in Connecticut history" at nearly $3 billion.
The Nonprofit Alliance reported that "the budget largely flat funds community nonprofit services from their existing FY21 appropriation."

Foundations Comment on Connecticut's Census Efforts
Nine philanthropic leaders recently submitted an opinion editorial urging the State to invest in the Census 2020. The editorial has been published in the Hartford Courant, the Stamford Advocate, CTMirror, ctpost, and the New Britain Herald. For grantmakers who engage in advocacy, please consider sharing the op-ed with your legislators. This is a great opportunity to lend your voice to the effort of achieving a fully funded Census and a complete and accurate count.
The nine foundation leaders are: William Ginsberg, The Community Foundation for Greater New Haven; Maryam Elahi, The Community Foundation of Eastern Connecticut; David J. Obedzinski, Community Foundation of Greater New Britain; Julie Loughran, Connecticut Community Foundation; Juanita T. Census 2020 Coordination
CCP, and many of its members, have been concerned about the lack of investment and coordination of the state’s Census 2020 efforts. Understanding the significant role of the census in determining federal funding for the state, as well as political representation and good data for planning, CCP’s Civic Engagement Collaborative hosted a meeting focused on coordinating Census 2020 efforts in the state. Funders came together with community action agencies, labor leaders, faith leaders, community health centers, and other critical nonprofit partners to: exchange information about what meeting participants are doing on the issue of getting an accurate count on Census 2020, identify gaps and opportunities, and develop a short-term strategy to fill gaps and pursue high priority opportunities. Organizations in the room identified three areas for further coordination: communications planning, grassroots outreach, and grasstops outreach. Federal OMB Uniform Guidelines
Governments at all levels rely on nonprofit organizations to build wellbeing in communities by providing services to individuals. Yet, many governments have not been good partners when it comes to reimbursing nonprofits for the costs of providing those services. The federal government recently proposed revisions to the primary law governing government grantmaking – the OMB Uniform Guidance – that could result in greater reimbursements for indirect costs, reduce administrative burdens, and increase transparency. Officials from the US Office of Management and Budget will walk participants through the proposed changes and answer questions. After their presentation, speakers with experience in interpreting and applying the federal grants rules to nonprofit operations will go into greater detail and also address participants' questions.
Private Foundation Excise Tax
We recently reported on the simplification of the Private Foundation Excise Tax that replaces the two-tier excise tax that private foundations pay on investment income with a flat excise tax rate of 1.39%. CCP member CohnReznick’s Insights blog provides a useful summary of the recent changes.

THE POWER OF GOOD PEOPLE
Berkshire Taconic Community Foundation welcomed David Offensend of Wassaic, New York, and Eleanore Velez of Lee, Massachusetts to its Board of Directors. Offensend is president and CEO of Waltham-based Education Development Center, a global nonprofit focused on improving education, promoting health and expanding economic opportunity. He has served on the boards of Princeton University, Bedford Stuyvesant Restoration Corporation and Brooklyn Bridge Park Corporation. Velez is an admissions counselor and coordinator of the Multicultural Center at Berkshire Community College, where she serves students from ethnically and culturally diverse backgrounds. She is currently a board member of Barrington Stage Company and a member of the Four Freedoms Coalition. Read more >>
The Community Foundation for Greater New Haven recently appointed Fernando Muñiz to its Board of Directors. Muñiz will begin a seven-year term on January 1, 2020, replacing outgoing member Alicia Caraballo. Muñiz has a long career in child welfare, juvenile justice and public administration. He is the CEO of Community Solutions, Inc., which provides community-based services including juvenile justice, child welfare, and criminal justice programs. Muñiz worked for more than a decade at the Dept. of Children and Families, most recently serving as deputy commissioner. “Fernando is an outstanding community leader, public servant, and nonprofit executive,” said The Community Foundation Board of Directors Chair Khalilah Brown-Dean. “He will bring to the Board a wealth of knowledge and experience in capacity building and community development as we chart a new path toward inclusive growth.” Read more >>
The Community Foundation of Greater New Britain has elected two new members, Jerrell Hargraves and Pastor Thomas Mills, to its Board of Directors. Jerrell Hargraves serves as the Human Rights and Opportunities Officer for the City of New Britain. A New Britain High School graduate, Hargraves has been living in New Britain for 30 years and serves on the Board of Directors for New Britain Public Library. In his free time, Hargraves is also a youth basketball coach with over 15 years of experience. Pastor Thomas Mills is an Adult Probation Officer for the State of Connecticut and is the Senior Pastor at Grace Christian Methodist Episcopal Church in New Britain. Pastor Mills serves on the Board of Directors for the Boys and Girls Club of New Britain and has volunteered for CCARC and the Hospital of Central Connecticut in the past. Read more >>
Theresa Hopkins-Staten has been named as the new president of the Eversource Energy Foundation. In this role, Hopkins-Staten will oversee the energy company's social responsibility programs to ensure their continued alignment with the company's overall mission and philanthropic strategy. Hopkins-Staten, who currently serves as Director of Connecticut Regulatory Affairs, is taking the helm following the retirement of Rod Powell, who stepped down as President of Corporate Citizenship on Dec. 31 following a career with Eversource and its legacy companies that spanned nearly 40 years. "We're honored at Eversource to be nationally-recognized as a leading company for our social corporate responsibility and our commitment to the communities we serve," said Eversource Chairman, President and CEO Jim Judge. "Theresa has long been a champion of programs and services that advocate for our customers, and her experience will help guide the Foundation to continue making meaningful and impactful investments across our region." Theodore “Ted” Sergi has been elected to serve as chair of the volunteer Board of Directors of the Hartford Foundation for Public Giving. Sergi succeeds JoAnn H. Price, who recently completed a three-year term as chair. Dr. Sergi, who was appointed the Board in 2014, was a longtime educator, and served as Connecticut’s Commissioner of Education and the first CEO of the Connecticut Science Center. He lives in West Hartford with his wife, Barbara. In other board appointments, Rodney D. Powell was elected vice chair and Andrew R. Worthington was elected treasurer. Powell, who resides in West Hartford, recently retired after a 41-year career with Eversource Energy. He most recently served as President of Corporate Citizenship where he was responsible for directing and managing the Eversource Energy Foundation, and the Company's social responsibility programs. Worthington, a resident of Manchester, is a partner and Senior Vice President with Long River Wealth Management, an eleven-person wealth management team with UBS Financial Services. The Hartford Foundation Board of Directors also announced the appointment of Min Jung Kim to serve as a member of the Board. A resident of Hartford, Kim is the director and CEO of the New Britain Museum of American Art, the first museum of strictly American art in the country. Read more >>
The Board of Directors of United Way of Coastal Fairfield County has appointed Jeff Kimball of Westport as its new president and chief executive officer. Kimball assumes the role from Merle Berke-Schlessel, who retired after 17 years at the helm. “During this time of innovation, there is no one better to lead the UWCFC team than Jeff Kimball,” noted Samuel B. Tingley, Jr., Chairman of the Board of Directors. “Jeff is a proven leader in growing non-profits, and his work building programs in the public and private sectors translates well as we look to scale the impact of our innovative work.” Kimball has a track record of growth and is known for his innovative and creative approaches to making non-profits more effective. Previously, he significantly expanded revenue, donors, and programs at three Fairfield County nonprofits: Experience Camps for Grieving Children, Circle of Care for Families of Children with Cancer, and Greens Farms Academy. The United Way of Connecticut Board of Directors has announced Richard Porth's plans to step down as CEO. The Board has asked him to remain on the job through June to assure a smooth transition while a comprehensive search is conducted to replace him. Since 2008, Porth has worked closely with UWC's Board and staff leaders and the many great partners in state government, local United Ways, as well as community and business leaders to help provide information and access to health and human services and community services that enable people all across Connecticut to make a better life. Valley Community Foundation (VCF) welcomes Diane Stroman and Nancy Valentine to its Board of Directors. Sharon Closius, VCF President and CEO, said, “On behalf of the VCF Board of Directors, we are thrilled to welcome Diane Stroman and Nancy Valentine. This will be Diane’s second term on the Board and we are so glad to have her back with us. While she retired from her position with TEAM, Inc. two years ago, still remains extremely involved with several nonprofits in the Valley along with the City of Ansonia. Nancy has been actively engaged in a wide range of Valley-serving organizations for many years. She was Ansonia’s first woman mayor and brings a great perspective to the table."
