HARTFORD, CT -- Hartford’s fiscal turmoil is putting on hold $50 million in aid from three major insurers. The largesse, promised in early March by chief executive officers Mark T. Bertolini of Aetna Inc., Christopher J. Swift of The Hartford and Alan D. Schnitzer of Travelers Cos. TORRINGTON, CT -- Programs like the Torrington Area Youth Service Bureau’s Summer Youth Employment rely on financial support from the state to function. With no approved state budget in June, the summer program was in jeopardy of being canceled completely. But a recent donation from Eversource helped organizers of the program to hire four students.
